实施电子政务与政府职能转变

越来越多的政府已经意识到只有接受全新的信息技术和管理理念的洗礼、构造出一个信息时代的政府形态,才能在全球经济一体化逐步形成的今天有所作为。发展电子政府的深刻意义就在于改变政府的运行模式,整合政府职能,提高国家的整体素质。而如何根据自己的实际情况引入电子政务,成为所有政府目前面临的一个首要问题。在电子政务的建设初期,与传统的政府管理模式有很多不适应的地方,文章从实施电子政务、推进政府职能转变的角度探讨电子政务的建设。

Implementation of e-Government and transition of government function

Today more and more governments have realized the importance of developing e-Government. The meaning of e-Government is changing the operation mode of the government, integrating the function of the government, and enhancing the competence of the country. All the governments are facing the problem: How to begin with the e-Government to achieve the government reconversion? At the beginning of developing e-Government, there are many things that would conflict with the traditional management mode. In this paper, the author probes into the e-Government from the viewpoint of propelling the transition of government function and the government process reengineering.
