做大城市:论生态文明建设的首位战略——以武汉市生态文明建设为例

城市发展与生态文明建设并不完全对立,而是相辅相成的,城市是促进生态文明建设的上佳区域。对区位优势明显、环境承载力强的地区,应把做大、做好城市作为生态文明建设的首位战略。做大武汉必须调整既定的国土空间规划,改变现有的限制性规定,突出超特大城市特点,围绕国家中心城市的要求布局。我国长期奉行的限制大城市发展战略对中国经济的发展是十分不利的。大城市与"城市病"没有正相关关系,只要我们能真正转变经济发展模式,加快产业升级,以良好的产业结构来统摄城市人口的规模化增长,同时真正解决户籍管制问题,实事求是地制定不同地区的城市发展规划,我们就有可能根治中国的城市病,使生态文明建设落到实处。

To Do Big City:On the First Strategy of Ecological Civilization Construction---Taking Wuhan Ecological Civilization Construction for Example

Urban development and construction of ecological civilization is not entirely antagonistic,but complementary. City is a good area to promote the construction of ecological civilization. For those ar-eas with obvious geographical advantages, with a strong regional environmental carrying capacity, to dobigger, better cities should be regarded as the first strategy of ecological civilization construction. To doBig Wuhan,we must adjust the established land space planning, change the existing restrictive provi-sions, highlighting the characteristics of uhra-mega-cities, plan the layout around the requirements of na-tional central cities. Our long-term development strategy of that to restrict big cities is very unfavorable toChina＇s economic development. Big cities are not positively correlated to ＂urban disease＂. As long aswe can really transform the economic development mode, to accelerate industrial upgrading, to thaw thelarge-scale growth of urban population with good industrial structure, to really solve the household con-trol, to realistically plan different urban development, may we cure China＇ s urban disease, so that theecological civilization construction may be implemented.
