社会资本视角下的政府治理

社会资本和政府治理是当今学术界的两个重要概念,属于两个不同的范式,从内涵界定上看,两者存在着相互依存的正相关关系。社会资本在政府治理过程中发挥着重要作用,如可以减少公共行政成本、加大公民和政府的互动力度、培养官民的互相信任以及培育公民社会等。良好的政府治理有利于社会资本进一步发展。良好的政府治理,体现着政府和社会的互动合作及公共权力的共享,催生合作、信任、规范等理念。从软实力的角度来审视社会资本,政府在社会资本建构中可以从以下几方面入手:整合社会资本,着力培育现代意义上的社会资本;适应社会发展的需要,转变公共行政理念,改革公共服务方式,重新界定政府的职能,构建服务型政府;以制度和法制建设为契机,构建法治型政府;打造诚信政府,提高政府公信力以及通过发展公民社会、公共领域,培育公民品德来培育公共精神。

The Government Governance in the Perspective of Social Capital

Government governance and social capital are two important concepts in today＇ s academiccircle, belonging to two different paradigms,there is a positive relationship of interdependence betweenthem judging from the definition. Social capital plays an important role in the process of government gov-ernance, such as reducing the cost of public administration, increasing the intensity of the interaction ofcitizens and government officials, training the trust between the citizen and government officials and culti-vating the civil society. Good government governance is conducive to the further development of socialcapital. Good government governance reflects the interaction of the government and the society and theshare of public rights, creates the concept of cooperation, trust, specification and so on. To examine so-cial capital from the angle of soft power, the government can start from the following several aspects in theconstruction of social capital： the integration of social capital, cultivating the modern social capital;meeting the needs of social development, changing the idea of public administration, reforming the publicservice mode, redefining the functions of government, building a service-oriented government; based onthe system and using legal construction as an opportunity, to construct the government ruled by law; tobuild an honest government to improve the credibility of the government. Through the development of civilsociety, public sphere, public morality to cultivate public spirit.
