| 摘 要： | 通过分析教育投资增长率与地区经济增长率的关系，作者发现，大多数省份的教育发展与经济增长速度之间呈反方向变动关系，即存在地区教育发展水平与经济增长速度之间的悖论，悖论产生的直接原因是教育体制对教育资源配置的低效率，深层次原因在于行政主导引起的市场与行政的双重失灵的教育体制。在新的历史时期，市场或行政单一主导的教育体制都将难以保证教育的健康发展。因此，要加快教育体制尤其是教育投资体制的改革，以建立市场主导、政府调控的教育体制。

| Abstract: | Through the analysis of the relationship between education investment rate and the local economic growth rate, the authors discover that the education development changes inversely with the economy rate. The cause lies in the low efficiency of educational resources allocation and the education system due to the market and the administrative dual malfunction. In the new period, for the education to develop healthily, it is necessary to speed up the reform on the education system especially the educational investment system to establishes a market-oriented and government-regulated education system. |
