奶牛良种补贴政策地方性实施效果优化研究——以安徽省为例

良种补贴作为畜牧业的生产性支持补贴,对促进奶业经济发展,提高中国奶业经济整体水平起重要作用.良种补贴政策的实施在不同地域有着不同的方式,但从安徽省近几年的奶牛良种补贴效果看,虽然每年补贴政策力度都在加大,却没有达到预期的效果.因此中国每个奶牛养殖地区需要依据自己的地域特征,实施具有针对性良种补贴政策:统筹兼顾,推进奶牛品种的多元化;加强对财政资金的监管以及操作程序的规范;充分发挥政府在奶业发展中的推动作用,并依据每年的发展状况进行针对性调整.

A Study on the Optimization of Local Implementation of Fine Breed Cow Subsidy Policy:Taking Anhui Province as an Example

Fine Breed Cow Subsidy Policy, as a support for livestock production, plays an important role in promoting the development of dairy industry and improving the overall level of the industry in China. The policy is implemented in different ways in different regions. According to the effect of the policy implemented in Anhui Province, the expected results have not been achieved, though the government has increased the subsidies every year. Therefore, each dairy farming area needs to implement the targeted subsidies policy in accordance with its own regional features; make overall arrangements and promote the diversification of cow breeds; strengthen the supervision to the relevant financial fund, and standardize the operation procedure; and give full play to the role of government in promoting the development of dairy industry, and making targeted adjustments to the industry according to the state of development each year.
