| 摘 要： | 冷战时期,意识形态因素主导了美国的难民政策。美国难民政策批评家认为,美国政府更支持共产主义国家或其他与美国有分歧的国家的逃难者。1980年的难民法是为了将其过程去政治化,但80年代末期关于苏联逃亡者的争端表明,该立法一直没有收到预期的效果,总统与国会借助各种特权大量接收来自社会主义国家的难民。充分显示了美国难民政策的政治性和不公平性。
