主要中央商务区管治模式对珠江新城中央商务区的启示

以金融保险、商务办公和专业服务等为核心内涵的成熟中央商务区（CBD）的管理都融入了＂管治＂理念,即一套组织机构和行为主体以公益为基础、以共同参与和民主协商方式,形成主体多元、方式多样的发展决策机制和社会管理方式。由于所在国家的政治经济体制以及各自发展历程和结构、功能的差异,产生了伦敦＂金融城自治式＂、华尔街＂金融精英创新式＂、东京＂大.丸.有＂金融商务区＂组织共治式＂以及北京金融街和上海陆家嘴城市政府主导的＂公司经营式＂等管治模式。广州珠江新城中央商务区应引入＂管治＂理念,采取广州市政府主导的＂平台式＂管治模式,明确珠江新城CBD管治区域范围,设立珠江新城CBD统一信息发布平台,以满足区内日益全球化、高端化商务活动发展需求。

Implications of governance models of main central business districts on Zhujiang New Town CBD

Based on decision making mechanism,social administration mode of organizations and participants through common participating and democratic consultation oriented to public interest,the notion of governance has been introduced into the management of Central Business Centre（CBD） with finance,insurance,commercial office and professional services as its core connotation.Several governance models can be drown from main CBD all over the world,such as the autonomic model of the City of London,the financial elite innovative model of Wall Street,the organizational co-governance model of Tokyo and the corporation operation model dominated by government of Beijing and Shanghai due to the differences of social and economic systems,development experiences,structure and function of CBD.Some strategies can be put in force to match the globalizing high order business activities as follows： 1） introducing notion of governance to ZNTCBD,2） constructing governance platform for ZNTCBD,3） distinguishing ZNTCBD from the surroundings and 4） setting up a uniform platform to release information in ZNTCBD.
