| 摘 要： | 人民代表大会制度与时俱进,离不开理论支撑.为深化有关人大制度的理论研究,进一步厘清人大制度的基本概念、基本范畴和基本原理,此处对人大制度的若干重要基础理论问题展开讨论.这些问题主要包括人大制度概念广义和狭义划分、"人大制度是我国根本政治制度"的理论依据重构、人大制度的"议行合一"问题、人大监督与被监督问题以及人大制度与执政党领导的关系问题.

| Abstract: | The research on theories is essential to advance the People's Congress system with the times.In order to deepen the theoretical research on the People's Congress system and clarify the basic concepts, categories, and principles of the People's Congress system, this article discusses some important basic theoretical issues, including the concepts of the People's Congress system in broad and narrow senses, the People's Congress system as the fundamental political system of China, 'unity of legislature and administration' for the People's Congress system, the People's Congress as a supervisor and supervisee, and the relationship between the People's Congress and the ruling party. |
