| 摘 要： | 行政伦理困境是行政人员在公共行政实践中面临的最为常见的、最为典型的困境。学者们对于行政伦理困境的对策研究均有所触及,从不同的角度提出了自己的看法,但学界对造成这种困境的原因探讨仍显不足。本文正是基于此,拟对造成行政伦理困境的原因作一点分析,以求更深入地认识该问题。

| Abstract: | Administrative ethical dilemma is the most common and typical problem in the administrative practice. Scholars have probed into the countermeasures from various perspectives. As for the reasons that cause this problem, their researches are far from satisfactory, which results in such a consequence that the readers would consider their countermeasures illogical and beside the point. This paper, based on this line of reasoning, tries to find out the root cause of this problem in order to gain a thorough understanding of it. |
