| 摘 要： | 制定相应法律对政府采购法律关系进行统一调整,是解决我国政府采购活动中出现的种种问题的迫切需要.综合各方面因素,对我国政府采购进行统一立法的条件已经成熟.制定政府采购法应科学界定政府采购的定义,确立我国政府采购法律制度的目标和原则,建立符合我国国情的政府采购模式和程序控制制度等,促进我国政府采购事业的健康发展.

| Abstract: | Making laws to adjust government purchasing is the key solution to many problems that exist in the course of government purchasing. The conditions for unified legalization on government purchasing are now met. Government purchasing needs to be clearly defined by the government, the aims and principles of government purchasing legally established, and the modes and procedures specified, so that government purchasing in China can proceed in a healthy manner. |
