| 摘 要： | 实施排污行政许可制度是环境管理机关进行环境保护监督管理的重要手段，也是行政管理相对人获得相关权利的法定方式和确认相关义务的重要制度。为尽早结束排污行政许可的试点阶段，应尽快加强对我国排污行政许可制度的法律研究，为制度构建提供法律上的切实保障和科学有效的执行依据。 |
