| Abstract: | The system innovation involves governments and enterprisee, having substantial content. The technological innovation mainly includes the key factor innovation, the innovation of key factor association, and the product inno- vation, among which the human resource innovation deserves most attention. The organizational innovation demands the construction of "process organization", i. e. to construct organization by using "process" as components. |
