| 摘 要： | 由于环境因素与节能减排的要求,我国钢铁工业单位污染物排放量下降,但污染物排放总量在增长,节能减排形势依然严峻。因此我国必须严格控制钢铁工业新增产能,依靠科技进步提高企业发展的内力,推行清洁生产标准,强化经济政策,强制规范企业的环境行为,淘汰落后产能,从而提高钢铁工业发展的质量。

| Abstract: | Because of the requirements of environmental factors and emission reduction,the pollutant emission of the iron and steel industry in China has declined,but the overall emission of pollutes is increasing,so the situation is still severe.China has to control the new capacity of iron and steel industry,rely on the scientific and technological advances for enhancing the enterprise development forces,promote the clean production standards,strengthen the economic policy,keep the peremptory norms for the environmental behavior of enterprises and eliminate the backward production capacity so as improve the quality of the development of the iron and steel industry. |
