| Abstract: | The development of industrial clusters of advantage, is advantageous to exert the region comparative advantage, can im- pel the optimized promotion of the industrial structure effectively, can strengthen the region whole independent innovation ability, and enhance the region competitive power. There are two approaches to foster the regional industrial clusters of advantage： integration and innovation. |
