论乡村公共权力体系的改革与完善

在社会主义新农村建设中,基层公共权力有着无可替代的重要地位和作用。改革开放的不断深入,使乡村公共权力无论在结构体系重组还是在运行机制的创新方面,都面临着新的机遇与挑战。新农村建设必须彻底转变乡村社会治理理念,强调多元治理主体,要求政府、市场、社会的良性互动,不断提升乡镇政权及村“两委”的治理能力,积极鼓励和支持为农村公共福祉和公共利益服务的各种组织参与治理,共同构建新的民主合作型的基层公共权力体系,实现和谐共治的乡村治理。

The Innovation and Perfection of the System of the Country Public Power

In the construction of the new socialist country,the basic public power has the unsubstitutial position.With the deepening of the reform,the country public power is facing new challenges in the integrity of constitution and the running system.In the construction of the new country,we must entirely change the concept of the government of the country and society.We must emphasize the multi-government body and the beneficial interaction among government-enterprise-society.At the same time,we should improve the power of the country and the governing ability of the two committees".In order to fulfill the harmony of the co-government country and to construct the basic public power system of the new democratic co-operation,we should actively encourage all kinds of public institutions to take part in the government.
