美国联邦政府人力资源管理改革追踪与评析

摘    要:
新公共管理在一般意义上被认为是纠正传统公共行政在效率、收益、回应性等问题上所遭遇失败的一种选择,但作为其理念支持的管理主义在弥补这些缺陷的过程中却并非发挥着如《圣经》一样的作用。美国小布什政府联邦人力资源管理改革的特征表明,不能与公共性有效协调的管理主义存在着自身的限度和矛盾。

Abstract:
The new public management is generally thought of as a choice to correct the failure of raditional public management in the problem of efficiency, income and feedback. But the management idea as the support of theory and attitude doesn't play such a role as the Bibel in the process of making up for these defects. The feature of the reforms of human resources management of American little Bush Federal government shows that the management idea which cannot harmonize effectively with the public nature has its own limitation and contradiction.
