| 摘 要： | 清朝在确立全国的统治后,先后于康熙、雍正、乾隆、嘉庆、光绪五朝修订《会典》,构筑了贯穿二百余年间的完备发达的行政法管理体系。《会典》及其《则例》的多次修订,使国家各级、各部门权力的行使有法必依、有章可循,在使国家管理职能得到有效发挥的同时,也使传统社会的依法行政达到了新的高度民主。

| Abstract: | After conquering the whole country, rulers of Qing dynasty commanded to revise the huidian 5 times in succession in Kangxi, Yongzheng, Qianlong, Jiaqing and Guangxu. It offered a perfect administrative law system to the government to go by, and made its function fully developed. This article gives details of the revising course, the form and the character of the 5 huidians, especially the one in Qianlong period. |
