| 摘 要： | 从西部的省(市区)情出发,西部应当进一步加大经济结构调整的力度,实现国民经济快速发展;加快科技创新的步伐,走依靠"科技兴省(市区)"发展之路;实施可持续发展方略,实现生态环境保护与开发建设协调发展;加强法制建设、积极创新发展体制,寻求发展动力;扩大对外开放,拓展与国际接轨的途径;多种途径启动"富民工程",努力改善城乡人民的生存条件,提高生活质量;坚持共同开发建设大西部,实现东西部协调发展的思路;加快信息化建设进程,实施以信息化带动工业化发展的战略,提升工业化的发展水平,增强西部经济社会发展的综合实力.
