| 摘 要： | 我国盐业管理体制由于其行政垄断的根源,整个行业的管理体制混乱、政企不分,导致整个盐业产能严重过剩、产业结构不合理,国际竞争能力低下;并产生了诸如利益执法、寻租等腐败问题;对碘缺乏与碘过剩双重矛盾也无法解决。这一系列由于行政垄断的管理体制引致的负面效应,要求现行盐业行管理体制必须改革。

| Abstract: | Because of the fact of the administrative monopoly in China＇s salt industry,the industry is undergoing disordered management mechanism and integration of government administration with enterprise.And a series of negative effects emerged in the salt industry,such as serious over capacity,irrational industrial structure,international uncompetitive power,the corruption of profit-driven law enforcement and rent-seeking,etc.Moreover,the double predicament of iodine deficiency and iodine excess cannot be resolved.This series of negative effects resulted from the management system with administrative monopoly requires the institutional reform of present salt industry. |
