四川藏区教育投入不足的对策思考

建国以来,尤其是近十年来,虽然国家和四川省对四川藏区下拨的教育经费有大幅度提高,但由于藏区自然地理条件恶劣,教育规模不经济;自身经济社会发展严重滞后,地方财政紧张,农牧民非常贫困,导致教育经费极度匮乏,教育投入严重不足。这极大制约了藏区教育的普及与发展。应从改革现有教育投入制度,扩宽投资渠道,提高资金使用效益等方面入手,切实保障藏区教育发展所需经费投入。

Countermeasures for Insufficiency of Education Investment in the Tibetan Area of Sichuan Province

Since the founding of New China in 1949, especially in the last decade, both the state government and Sichuan provincial government have increased the education fund by a big margin to help the educational undertaking in the Tibetan area of Sichuan Province. However, due to the unfavorable factors such as the harsh geographic and weather conditions in this area, the uneconomical education scale, the financial insufficiency of the local government, the education fund is far from enough for an all-round education. In view of the problems this essay argues that the guarantee of the education fund to be used for education undertaking in the Tibetan area of Sichuan Province must depend on the reform of the current educational investment system, on the diversification of the investment channels and on the improvement of the efficiency of fund use.
