Project Assistance and the Economic Development in Tibet

This paper reviews the achievements and constraints of project assistance offered to Tibet. Based on case study and literature review, the author concluded that the assistance projects aiming to drive Tibet economic development have made substantial achievements, yet they generated varied, uneven social and economic benefits. Those assistance projects developed under government-led resource deployment ultimately strengthened planned economy, leading to low effectiveness in resource allocation and consequently the risk of aid dependency.
