振兴中国东北与政府职能的转变

长期以来,东北地区政府职能的转变滞后于市场经济改革,制约了经济发展和改革的进一步深入。政府职能转变一要改变经济发展赖以成长的制度环境;二要改变政府职能定位;三要改变政府的一些“不对称规则”,从而达到加快政府职能转变、建立服务性与法制型政府的目标。这也是振兴东北战略的必然选择。

Rejuvenating China's Northeast and the Transformation of Government Functions

For long, the transformation of government functions has been lagged behind the reform toward the market economy, thus constraining the sustainable economic development. Three measures should be taken into transforming the government functions: first, renovate the institutional environment of the economic development; secondly, transform the orientations of the government functions; thirdly, remove the unfair rules adopted by the government. With the three measures, the government can be transformed into a service-oriented and law-based organization, which is also a necessary step for rejuvenating the China's Northeast.
