论基层党员的行政伦理教育

基层党员是我们党员队伍中占比例最大的成分，对全体基层党员进行行政伦理教育从现实和长远看，都具有很大意义。这种行政伦理教育应该包括中国古代行政伦理思想、外国官德建设经验、中国现代行政道德系统知识三部分内容。对基层党员进行行政伦理教育可以采用建立专职或兼职教育机构、基层党员自学、支部集体学习、集中培训等多种形式。

On the Administrative Ethic Education among the Grass-roots Party Members

The grass-roots Party members account for the largest proportion of our Party＇s components. It is of great significance to carry on the administrative ethic education among the entire grass-roots Party members, from a realistic and long-term view. This should cover three sections： （1） administrative ethic thoughts of ancient China, （2） the foreign experiences in official ethical development and （3） systematical knowledge of the administrative morality in modern China. Various forms can be adopted in such education： （1） to establish full-time or part-time educational institutions, （2） grass-roots Party members＇ self-taught study, （3）collective learning in branches and （4） centralized training, etc.
