生产性服务业对城市低保对象就业影响的实证分析——以北京市为例

本文以北京市生产性服务业发展为例,在界定生产性服务业的基础上,运用城市低保对象的就业弹性和投入产出方法对北京市的生产性服务业面向城市低保对象的就业吸纳能力进行了实证研究,分析了其直接就业效应与间接就业效应,并从结构偏离度的角度衡量了生产性服务业面向城市低保对象这个特定对象的就业增长空间。对于如何发展生产性服务业以提高城市低保对象就业率提出了相应的政策和建议。

The Empirical Analysis of Productive Service Industry's Effect on the Employment of Urban Residents Entitled to Basic Living Allowances——Taking Beijing as an Example

In this study,Beijing’s productive service industry is taken as the example.The definition of this industry is clarified,and the elastic employment and input-output mode of the urban residents entitled to basic living allowances are well considered,based on which an empirical analysis is made on the employment capacity of Beijing’s productive service industry considering these residents.The direct and the indirect employment effects of the residents are analyzed.Further,the employment growth capacity of the productive service industry for these residents is examined in terms of the structural deviation degree.Finally,the corresponding policy and measures are proposed for the development of the productive service industry so as to improve the employment rate of these residents.
