| 摘 要： | 近年来,农村土地承包经营权流转已经成为农村经济发展新的增长点,但由于农村土地承包经营权流转市场的自发性和滞后性,致使一些损害农民权益的现象时有发生。因此,在十七届三中全会精神的指导下,建立和规范我国农村土地承包经营权流转市场成为我国农村经济改革和发展面临的重要问题。
