| 摘 要： | 我国目前尚存在着土地产权制度不明晰、农村土地产权制度界定不清楚、农民自我保护能力差以及反租倒包等问题,建议进一步明确农村土地产权制度的改革方向、健全法律保障体系、建立新型征地补偿机制并依法提高农民对土地产权的保护能力。

| Abstract: | The rural land claim system concerns immediate interests of farmers and the permanent stability of the society.Currently,a series of problems exist in the system,such as the unclear claim subject,the unclear claim demarcation lines,the poor ability of farmers self-preservation.Suggestions was raised in this paper as follows: the direction of reform should be clear;the legal safeguard system be perfected,the new mechanism of land levy and compensation be established;the farmers self-preservation ability be improved by law. |
