农民市民化的主要障碍及其破解

我国农村人与资源的矛盾非常突出,欲从根本上解决"三农"问题,必须大量减少农村人口,积极推进农民市民化进程.文章对农民市民化进程中面临的主要障碍进行了深入分析,并提出了解决的途径.一是户籍制度改革要有重大突破:户籍制度改革的重点是将各种利益与户籍身份剥离,建立自由迁徙的户籍制度.二是深化农地制度改革,创新农地制度.三是强化政府的职能,在各项政策的制定上,由过去的限制农民进城向主动吸引农民进城转变,并为他们做好各种服务.四是按照统筹城乡发展的原则,逐步构建城乡一体化的社会保障体系,消除进城农民的后顾之忧.五是在工业化进程中采取合理的技术选择策略,大力发展中小劳动密集型企业以及第三产业,扩大城镇就业容量.六是创造各种教育平台和文化环境,全面提升进城农民素质,提高其城市适应能力,并最终完全融入市民阶层.

A Realistic Way of Urbanizing Farmers

There is an outstanding contradiction between rural people and resources in China. To uproot problems about agriculture,rural areas and peasantry,we must greatly reduce the rural population and actively promote the urbanization of farmers. This is an important strategy related to the long-term development of rural areas and the overall situation of the national modernization. The following are the key points: 1) there should be great breakthroughs in the reform of the household registration system; 2) the land reform system should be deepened; 3) the function of the government should be strengthened; 4) a comprehensive social security system should be established; 5) priority should be given to the development of small and medium-sized labor-intensive enterprises so as to provide more job opportunities; 6) the quality of the farmers migrating into the city should be raised in an all-round way.
