| Abstract: | The crime for serious safety accident in project results from the project participant's negligence in fulfilling his or her attention duties, which include the duty of foreseeing the consequence and that of avoiding accident. The sources of attention duties and the judgment of attention capabilities have been discussed. The paper suggests that the project quality insurance shouldn't replace the attention duties. |
