我国打击分裂恐怖活动国际合作的战略构想

“东突”分裂恐怖势力对我国的安全具有极大的危害。我国政府对民族分裂势力确立了“主动出击、露头就打、先发制敌”的方针。当代国际恐怖主义情况复杂，“东突”分裂势力与中亚恐怖主义相互勾结，仅凭我一国之力难以根绝，必须加强与中亚国家的合作，共同打击“三股势力”的破坏活动。上海合作组织正是可供我国联合中亚国家打击分裂恐怖势力的极好平台。

An International Cooperative Strategy of China's Crackdown on Splittism and Terrorism

＂East Turkic＂ splittist and terrorist forces do great harm to the security of China. Chinese government has set up the policy toward nationality splittism - ＂to take the offensive, to crackdown whenever it begins to emerge, and to forestall the enemy＂. The current situation of international terrorism is complicated. ＂East Turkie＂ splitfism colludes with Central Asia＇s terrorism. Thus it is difficult for China to root it out on its own. Cooperations with the countries of Central Asia must be forged tighter to fight the disruptive activities of ＂Three Forces＂. Shanghai Cooperative Organization is a good plat for all parties to fight the splittist and terrorist force.
