摘    要:根据我国气象科技创新体系面临的形势,从加强各参与主体自身能力建设和分工统筹、加强政府在科技创新体系中的引导衔接和干预作用、健全气象科技创新政策法规、加强气象科技创新体系向参与主体多元化方向发展等六个方面提出气象科技创新体系建设的建议和对策,进一步提高我国气象自主创新能力,提升气象人才队伍素质,全面提高气象软实力建设。

Abstract:Analysis of the situation that innovation system of meteorological science and technology faced in China,we elaborated the innovation system and operational mechanism and made suggestions and countermeasures on the following aspects:strengthening the capacity building and coordination among all participants,strengthening the guidance and connection within the innovation system by government,improving policies and regulations of the innovation of meteorological science and technology,establishing a new evaluation system,facilitating the diversified development on innovation system.These countermeasures can act as a reference for decision making in order to improve meteorological innovation capability,enhance the quality of meteorological personnel and improve the overall soft power of meteorology.
