日本农村社会养老保险制度的运行模式及其启示

二战后：随着社会经济的恢复和发展,日本开始重视农业劳动者的养老保险需求,并逐步建立了农村社会养老保险制度,形成了分层次、多类别的自保公助型农村养老保障模式,为日本农村社会经济发展与稳定构筑了一道“安全网”。日本农村社会养老保险的运行模式对于构建我国农村社会养老保险制度具有一定的参考价值,必须结合我国国情,建立适合不同农民需求、充分发挥社区互助的有中国特色的农村社会养老保险制度。

Analysis of Japan Rural Social Elderly Insurance and Its Enlightenment

After World War II, with the economic recovery, Japan began to attach importance to the agricultural workers＇ demand for elderly insurance, and gradually establish a rural social elderly insurance system, form a sub-level and multi-type elderly insurance, build a ＂safety net＂ for rural socioeconomic development of Japan. Learning from the experience of Japan, when we establish rural social elderly in-surance, we should be fully integrated national conditions of China, stress the responsibility of the government. At the end we will establish such insurance, which take consider of the different needs of farmers and give full play to the community mutual assistance.
