| 摘 要： | 网络是把双刃剑。网络只是一种手段和工具，网络反腐归根到底还是人借助于网络进行反腐，网络反腐中人的因素较网络本身更为重要。另外，还应当看到网络反腐不仅需要对网络的制度规约，还必须将网络反腐与制度反腐嫁接好。规约和发展网络反腐应着眼于网络的工具性、人本身的素养以及制度的推进等多种因素。

| Abstract: | The network is a double -edged sword. Network anti -corruption has made some achievements, but also brings some problems. The network is only a means and tool. It is people who fight against corruption with the help of the network, so people are more important than the network itself in network anti - corruption. In addi- tion, we should also be aware that network anti - corruption needs not only system specification on the network, but also connection with the system anti - corruption. The specification and development of network anti - corruption should be focused on a number of factors such as network tools, personal accomplishment, and development of the system. |
