| 摘 要： | 海洋渔业资源是一种国际公共资源或区域公共资源。许多渔业资源的利用和活动都发生在两个以上管理机构的管辖边界内,跨国界渔业管理的主要问题就是如何解决渔获物在不同地理区域范围内的渔民之间进行合理分配的问题。如何通过一定的政策设计,消除或减少渔获物分配的扭曲现象,是跨界海洋渔业管理问题的关键。通过博弈理论分析,跨界渔业国家之间实现合作,实行负责任渔业行为,才能保证渔业生态系统的稳定和跨界渔业管理的和谐。

| Abstract: | Marine fishery resources are international or regional public resources.Trans-boundary marine fishery management is a typical manifestation of this characteristic of marine fishery resources.This paper analyzes the problems of trans-boundary marine fishery management by means of the game theory,and puts forward the corresponding policies and measures to solve them. |
