WTO体制下贸易自由化与其他社会价值的协调

伴随着经济全球化的不断推进,人们尤其是一些国际环保组织,人权组织＂反全球化的态度＂不断高涨。究其根源,国际贸易的发展引发了环境、公共卫生、就业等一系列的社会问题,＂贸易与其他社会价值、利益＂的冲突已成为国际社会共同关注的焦点。如何推动其他社会利益与贸易自由化的相互协调发展,是WTO面临的重要问题。贸易自由化是WTO构建的核心原则和任务,其他社会价值的保护也是WTO的宗旨之一,在WTO法律框架下,相称性原则已成为均衡协调两者利益的基本原则。

The Balance of Trade Liberalization and Other Societal Values in WTO System

With the development of economic globalization,people,particularly the international organizations of en-vironmental protection and organizations of human rights become increasingly concerned about anti-globalization movement.The cause for it can be traced to the series of social problems of environment,public health and employment arising from the development of world trade,and the conflicts of trade and other social values and interests,which have all become the com-mon focuses in today＇s world.So how to improve the harmonious development of trade liberalization and other social interests has turned out to be a hot issue for WTO.Trade liberalization is the key principle and task in the construction of WTO,while to protect other social values is one aim of WTO.In the legal frame of WTO,the principle of proportionality has become the basic principle for balancing the interests of the above two sides.
