电子政务与中国服务行政模式的构建——以汕头市政府电子政务建设为例

摘    要:信息技术正以其广泛的适应性和强大的渗透性为服务行政提供强有力的技术支持,电子政务推动着服务行政的建立。以汕头市政府电子政务建设为例,电子政务与中国服务行政模式构建的相关性可以表现为三个方面,一是电子政务与政府职能转变;二是电子政务与政府服务程序改革;三是电子政务与企业服务电子流程系统的建立。因此,应当将相关因素有机融合,以先进的电子政务技术为手段,以公众服务为中心,才能构建健康的服务行政体系。

Abstract:Information technology offers powerful technology support for the service administration by virtue of its great adaptability and enormous penetrability,and the electronic administration is propelling the establishment of service administration.Exemplified by the construction of electronic administration of Shantou municipal government,the paper analyses the correlativity between the electronic administration and the modality construction of service administration in China.The correlativity in reflected in three aspects: (1) the electronic administration and the transformation of government's functions;(2) the electronic administration and the reform of the governmental service procedures;(3) the electronic administration and the construction of the electronic flow system of enterprise service.Therefore,correlative factors should be integrated.The advanced technology of electronic administration should be adopted,with the public welfare as the key consideration,whereby a healthy system of administration service can be set up.
