汾河水库上游水土保持综合治理效益分析——以静乐县二期治汾为例

为彻底根治汾河流域上游的水土流失,山西省开展了十年为一期的治汾综合治理工程。在一期治汾的基础上,从1998年又开展了二期治汾工程,到2006年二期治汾再次取得良好的综合效益,并积累了一些治理经验。在此基础上,提出了对小流域治理的相关建议:(1)以流域为规划单元,以行政区域为治理和管护单元,是推进水土保持生态建设的有效模式;(2)以封禁治理为主、人工治理为辅,是贫困山区开展水保生态建设的基本方针;(3)转换机制,把户包和购买治理小流域引入市场机制。

Analysis on the Benefit of Soil and Water Conservation in the Upper-reach of Fenhe Reservoir——A Case Study of Comprehensive Management to Fenhe During the Second Phase in Jingle County

In order to remedy soil erosion in the Upper-reach of Fenhe Reservoir,the comprehensive control project to Fenhe has developed for a period of a decade in Shanxi Province.On the basis of the first-phase,the second phase launched in 1988 and made good benefit in 2006.Based on the experiences the paper proposed the relevant recommendations on the small watershed management:(1)Taking watershed as planning unit and the regional administration as managing and controlling unit is an effective model of advancing ecological construction of soil and water conservation;(2)Reserve management with artificial management is the basic principle of water conservation ecological construction in poverty-stricken mountainous areas;(3)Mechanism be converted by introducing the market mechanisms to the management of household kits and the purchase of small watershed.
