社会管理创新背景下的农村群体性事件解决机制研究

社会管理创新背景下的农村群体性事件呈现出诸多新的特点，数量明显增多、规模不断扩大、行为方式日趋激烈，后果严重、组织更为严密，行动能力提高以及参与主体多元化，涉及领域更为广泛。利益结构分化，利益冲突不断、政策保障不足，农民合法权益受侵、基层政府职能弱化，公共服务缺位、农民利益表达渠道不畅，利益诉求机制欠缺，这些都直接或间接的导致群体性事件的发生。农村群体性事件涉及到基层政权的稳固，关系着新农村的建设，因此必须要通过调整利益分配，完善农民利益协调机制、充分发挥基层政府的作用、进一步健全农民利益表达机制、完善农村群体性事件应急处置机制来加以解决，确保和谐社会的建设。
