对有效转移农村劳动力的若干思考

在经济结构调整和农业现代化进程中,我国农村劳动力转移出现了劳动力素质与转移不适应、缺乏统一市场引导、城镇及三产吸纳能力减弱以及城镇化战略有地域局限等困难和问题。经分析认为,深化农业内部就业、加快小城镇建设、改革现行社会保障制度、发展农村技能教育以及扩大对外劳务输出等,是促进农村劳动力有效转移的可行之策。

On Effective Transfer of Rural Labor Force

In the process of economic restructuring and the modernization of agriculture, the transfer of rural labor force is now faced with such problems: unsuitable laboring quality, inadequate market guidance, weakening ability of township and tertiary industries to accept the labors as well as the regional limitation of urbanization strategy. The authors put forward the following solutions: to promote interior employment in agriculture, to speed up the development of small cities, to reform present social security system, to strengthen rural education of technology and to expand labor force export.
