论风险社会视域下的失业弱势群体及其风险管理机制建构

转型时期的中国社会是一个风险社会,转型时期出现的失业弱势群体是一个高风险的社会群体,其风险包括生存风险、心理危机,以及所引发的社会冲突事件。失业弱势群体的生存风险具有循环性,心理危机具有群体性,而其所引起的社会冲突则具有“风险升级”特点,因此,失业弱势群体的风险管理必须建构层级化的风险管理机制,包括建构冲突“安全阀”机制、预警机制和干预机制,实施积极风险管理。

On the Vulnerable Unemployment Group and the Construction of Risk Management System

The Chinese society in the transformation period is a risky society,while the vulnerable group in unemployment is a high-risk social group arising in the transformation process.The risks of the vulnerable unemployment group include survival risks,psychological crisis and the social conflict incidents caused by it.The survival risks of the group are cyclical,while the psychological crisis is in the group nature and the social conflict incidents caused by the group are upgrading.Therefore,the risk management of the vulnerable unemployment group must be actively executed and needs a hierarchical construction,including a safety-valve mechanism,a premonition mechanism and an intervening mechanism.
