摘    要:随着绩效管理运用到政府部门管理中,绩效管理对改进和提高政府绩效发挥了极为重要的作用。同时,绩效管理是个复杂的系统,要在服务型政府中发挥其功效,就必须以科学发展观为指导。基于战略管理框架下设定政府绩效目标与计划;以公民为导向,建立动态、持续的内外沟通协调机制,尤其是公民参与与评价机制;完善我国绩效评估体系;推进政务公开、行政效能监察和问责制相结合,重点强调应运步导入基于绩效的公共预算体系和绩效审计体系;进行绩效追踪与绩效结果应用。

Abstract:With performance management using in government management,performance management develops important function in raising and improving government performance.Meanwhile,performance management is a complicated system,developing its efficacy in the government of service,which must regard scientific development conception as direction,and draft government performance objectives and plans on the basis of strategic management frame;regard citizen as direction,building dynamic and continuous internal and external communication harmony mechanism,especially,citizen participation and evaluation mechanism;develop performance evaluation system;push on government affairs open,administration efficacy and system of responsibility combination,emphasize on public budget system and performance audit system step by step on the basis of performance.Performance track and performace result application must be proceeding.
