“九·一八”事变后日本对中国东北海关的劫夺

＂九·一八＂事变后,作为中国东北经济门户的海关也成为日本侵略的对象。日本通过操纵伪＂满洲国＂,向各海关派遣日本顾问和封锁税收,将积存各银行之税款没收,以＂优越力＂驱逐各关税务司,强制接收各关。与此同时,中国海关总税务司梅乐和所代表的英国等国对日实行的＂绥靖政策＂以及国民党政府的对日妥协,均对日本的侵略野心起到了推波助澜的作用。

Japan's Plundering of the Customs in Northeast China after the Mukden Incident

After the Mukden Incident,the customs,the economic gateway of Northest China,also became the prey of the Japanese. By manipulating the manchukuo regime,the Japanese sent advisors to the customs,thus the taxes were controlled,the taxes deposited in banks were confiscated,each tax department of customs was dispelled by ＇overwhelming force＇. All the customs fell upon into the Japanese＇s hands. In the meantime,Meile,chief of the General Tax Department of Chinese Customs,the Apeasement Policy taken by U.K. etc,and the Kuomintang＇s comprises to the Japanese aggression,also contributed to the Japanese ambition of aggression.
