| 摘 要： | 制度变迁实即制度创新。在我国公共管理领域适用制度变迁理论在当前尤为重要,因为它可以促进公共管理绩效的提升。但在适用过程中,应注意“强制性制度变迁模式”与“诱致性制度变迁模式”的辩证关系,促进“效率行政”向“民主行政”的转变。

| Abstract: | The changes of systems, i.e. , innovation, are of particular importance in the adaptive changes of China's public management, as pub!:c management can be effectively improved. In the adaptation process, due attention need to be paid to the dialectical relationship between "compulsory system change mode" and "inducible system change mode" so as to quicken the transition from an efficiency administration to a democratic one. |
