| 摘 要： | 基于资金导向的城市经营模式 ,对我国的城市经营理论和实践都产生了较大的不良影响。在全球化浪潮中 ,面对城市化快速发展、地区竞争日益激烈的挑战 ,经营城市必须由资金导向转向功能导向。在此过程中 ,政府必须在经营城市中发挥积极的作用 ,促成市场行为和政府行为的有机结合 ,从而实现城市经营模式的战略性转变

| Abstract: | The capital oriented municipal management has had a considerable harmful effect on the theory and practice of municipal management in our country. Faced with the globalization, rapid urbanization and increasingly fierce regional competition, municipal management should turn from a capital oriented pattern to a functions oriented one. During the process, city governments should play an active role in the municipal management by combining the governmental activities with those of the market, so as to guarantee the strategic transformation. |
