香港对非政府组织反腐规制的启示--兼译《香港廉政公署非政府组织行为准则样本》

非政府组织的腐败问题已经严重影响了其健康发展和公信力，香港廉政公署执行、预防和教育三管齐下反腐的成功实践为我国内地提供了一个良好的范本。我国内地应在针对非政府组织等机构的反腐规制上引以为鉴，设立包含查处、预防、教育职能的专门防贪机构，同时配备高素质的专业人员；在反腐制度的设计上应进行深入的、全面的分析论证，注重运行的可操作性；通过多途径的预防宣传教育提高社会民众参与反腐的力度，形成支持反腐败的大众文化。

The Revelation of Hong Kong Anti-Corruption Regulations for Non-Governmental Organisations--of and on the Translation of Sample Code of Conduct for Non-Governmental Organisations

Corruption among non-governmental organisations has already become a great hindrance to its development and had a negative effect on public trust. The success of Hong Kong Independent Commission Against Corruption （Hong Kong ICAC） in its execution of the ant-corruption policies, prevention against corruption, and education of the public provides a good model for in-land governments. Chinese in-land government should take this as an example when managing the corruption problems of non-governmental organisations. Specific anti-corruption offices with the functions of investigation, prevention and education should be organized, including highly qualified professionals; the design of practical anti-corruption policies should be based on thorough and comprehensive analyses; an anti-corruption culture should be formed by means of various propagation and education to enhance public anti-corruption consciousness.
