社会治理精细化的框架及其实现

社会治理精细化是一个实践命题，为一种增量治理方式，系针对以往粗放式治理的反思和矫正，它不是要实施颠覆性的改革，而是针对特定问题所展开的精准施策。从公共管理“过程论”的角度，精细化治理的框架可以围绕价值、主体和治理目标三个方面展开：以公民为价值归宿的精细化，目标是构建全民“共享”的社会治理格局；以多元主体能动性为导向的精细化，目标是激活“共建”诸主体的发展潜力；而以目标实现程度为参照的精细化，则是为社会治理提供管控的依据。

The Framework of Refining Social Governance and Its Practice

Social governance refining is a practice and an incrementally governance against extensive governance, and it is not aimed at a subversive reform but at dealing with specific problems. According to the process of public management, the framework of social governance refining should include value, subject and object. Civic values leads to citizen participation in social governance, therefore multiple subjective activities achieve their development potential. Meanwhile goal attainment is the basis for social governance.
