西部农业与WTO对接思考

在西部大开发的主战场实施农业与WTO对接战略是全球经济一体化加速、多边贸易体制进一步加强、中国全面融入国际市场的时代趋势.选择对接的原则是把发展作为主题,把科技作为动力.对接模式必须根据经济条件、技术水平和市场需要等因素,做到多样化;要妥善处理好得与失、主动与被动、重点与非重点等关系.为保证西部农业开发这一长期复杂的系统工程得以顺利实施,政府要给予政策扶持,实行必要的行政干预,引进内外资,注入资本、科技要素,改善基础设施.

A Study on Docking between Western Agriculture and WTO

To carry out strategy of docking between the agriculture and WTO in the main battlefield of western China is the trend of the times while integration of global economy speeds up, multilateral trade system makes further strengthen and China is ready to enter internationalmarket totally. The principle of docking is to take development as theme,take structural adjustment as subiect and take science and technology as motive. The model of docking must be diversified according to economy condition, technology level and market demand etc. and it is important to deal with relationship between gain and loss, active and passive, major and minor. In order to assure western agriculture development well, govenment need make policies to support, practise necessary administrative interference, attract foreign and domestic investment, empty into capital and technology to improve infrastructure.
