分析方法与辩证方法的兼容——以段忠桥教授的哲学方法为例的分析

中部地区的城市化经历了一个曲折的发展过程,目前已进入加速发展阶段,但面临着城市等级结构不合理、城市经济规模较小、城市化滞后于工业化和非农化等现实问题。加快中部地区城市化进程的基本策略包括:走多元化的城市发展道路,建立功能互补、布局合理、等级规模有序的城镇体系;重视社会和谐与科学发展,实现城市化的可持续性;以市场化推动城市化,坚持城市化与工业化、全球化的有机统一;通过城市群战略拓展城市化的深度与广度;在行政区划调整、城建投融资体制和户籍制度改革方面着力完善城市化的制度和政策保障。

The urbanization of Central China Area: Situation and Improvement Strategies

The central provinces experience a tortuous process of urbanization. Despite being at a stage of accelerated industrialization, they are now facing with many problems, such as unreasonable city hierarchical structure, weak base of urban economies, and the fact that the urbanization is still lagged behind the industrialization and peasants non-agricultural changes. The strategies to accelerate urbanization includes： sticking to the diversification of urban development which should point to an ideal city system with complementary functions, rational layout and coordinated scale-proportion; realizing the sustainable urbanization based on the idea of social harmony and scientific development; Promoting urbanization with marketization; adhering to the organic combination of the urbanization, industrialization, and globalization; multiplying the depth and breadth of urbanization through the urban agglomeration development strategies; and providing good policy environment and system guarantee by readjusting administrative divisions, innovating urban financing system and reforming the residence management system.
