| 摘 要： | 科学发展观开辟了民生理论认识的新境界,也指明了民生建设的方向.民生的最高历史形态是实现公平正义的社会价值目标;民生的本质属性可归结为最广大的民众所享有的关于生存和发展的权利体系;民生实践应当符合全面、协调和可持续发展的基本要求,而推进民生建设的根本方法则是统筹兼顾.
