| 摘 要： | 明治维新前统治日本的政权,乃是素有“密探政府”之称的德川幕府。当时,探子们活动在日本的各个角落,刺探人们哪怕是最私密的行为,使时人疑神疑鬼,相互提防,不仅破坏了正常的人际和谐关系,也阻碍了人性与社会的健康发展。

| Abstract: | The state power that governed Japan before Meiji Restoration is the Tokugawa shogunate which is always titled as Spy Government. At that time, spies acted in every corner of Japan, spying into even the most secret action of people.This made people extremely suspicious of each other, not only destroying normal interpersonal relationship but also holding back the smooth development of humanity and society. |
