论国家奥运战略

2008奥运的战略、方针、政策、步骤、规划等,是一个涉及面极为广泛深刻的系统工程,奥运战略实施应该有政治、外交、社会文化等全方位的目标,空间上应为全国范围而非仅锁定于北京及其周边地区。本文通过对北京奥运战略及奥运经济战略的分析研究,建立国家奥运战略研究的机制,提出一系列可行措施,以保证2008奥运各种收益最大化。同时,通过创办奥运,促进中国在政治、外交、经济、文化各方面取得巨大进步,从而顺利实现中国及北京政府向全世界宣告的将2008奥运办成“历史上最出色奥运会”的庄严承诺。

On the Olympics Strategies of the State

The strategies,guidelines,policies,procedures and programs of2008Olympics form a systematic project concerning many aspects.The strategies should be all-round oriented including politics,foreign affairs,and social culture;and it should also be nationwide in space rather than within Beijing and its peripheral areas.This paper suggests the establishment of a mechanism for national Olympic strategic research and puts forward an array of practical measures to maximize benefits of the2008Olympics based on analysis of Beijing Olympics strategies and the economic strategies.Through holding Olympics,great progress should be made to promote China' s politics,foreign affairs,economy and culture and fulfill the solemn promise by Beijing Government and China thatOlympics2008is going to be the best in history.
